Networking is the foundation of every group. Begin with word of mouth, this forum or social media dedicated to your local area. Word of mouth with your neighbors is the best way to begin, this is a network that is already established. Encourage everyone to register here where all the information about your new group can be ironed out. This includes coordinating radio frequencies and times to monitor your frequency (channel) and get on the air build your radio communication skills. Once you have your GMRS license start using your radio with family and friends.
Even if it seems like it is just you by yourself, don't be fooled. There is a large radio community already out there who will show you the ropes when it comes to radio communication. Tuolumne County has a well established Amateur and GMRS radio network and no matter your location you will be able to reach out and contact someone through a radio network, or start one the suites your needs.
